Why can't I see more projects on the Executive Dashboard?

For a project to show up in the Executive Dashboard, someone must select Dashboard Visibility to "Tracked."

For a project to show up on the Executive Dashboard, someone from the team must select "Tracked. Visible to Executives" under "Dashboard Visibility" per the image below:
